Plain-language change summary

The updated version of Bill HB 544 now specifies that special registration plates for municipal and county clerks in North Carolina can only be issued if there are at least 300 applications, a change from the previous requirement of 50 applications. This change increases the number of applications needed, which may help ensure that there is sufficient demand for the plates before they are produced. Additionally, the structure of the registration plate description has been clarified, making it more straightforward for clerks to understand how their plates will be identified. These adjustments are important as they aim to balance resource allocation with community interest in the new specialty plates.
