Plain-language change summary

In the updated version of Senate Bill 86, a new provision was added that allows certain individuals who are not owners or employees of a Multiple Employer Welfare Arrangement (MEWA) to serve as trustees, provided they have the necessary expertise. This change emphasizes the importance of having knowledgeable individuals manage the MEWA while ensuring that those with potential conflicts of interest are excluded. Additionally, the language around the purposes and operation of MEWAs has been clarified to maintain a focus on sound practices. These amendments are significant because they enhance accountability and expertise in the management of employee benefits, which can impact the quality of coverage for employers and their employees.
