Plain-language change summary

The updated version of Bill SB 438 includes the primary sponsor's name and specifies that the bill is referred to the Rules and Operations of the Senate. Importantly, it clarifies the process for developing Individual Reading Plans (IRPs) for students struggling with reading in kindergarten through third grade by stating that these plans will be based on assessments from either the start of the school year or the beginning of the second semester. This change matters because it ensures that at-risk students receive targeted support promptly, helping them catch up to grade level in reading skills more effectively.
