The changes made to Senate Bill 683 involve the addition of specific language regarding the handling of absentee ballot applications by the county board of elections. This modification clarifies that all applications for absentee ballots must be kept on file, which strengthens the integrity of the election process. Additionally, the classification of a misdemeanor for candidates witnessing absentee ballots has been retained, ensuring accountability and preventing potential fraud. These changes are important as they aim to enhance the transparency and security of absentee voting in North Carolina.
