Plain-language change summary

The changes to SB 321 involve replacing the original approval line with a specific date and time indicating when the bill was approved by Governor Roy Cooper. This matters because it provides a clear record of when the bill officially became law, ensuring transparency and accountability in the legislative process. Additionally, it replaces the more generic "ratified bill" label with updated language, which helps clarify the bill's status.
