Plain-language change summary

The amendments to SB 356 primarily involve the addition of sections that establish revenue adjustments and budget stabilization measures for the North Carolina Department of Transportation. Notably, the bill allows for the issuance of $400 million in Build NC bonds and includes a provision for a $100 million loan from the Highway Trust Fund to the Highway Fund, which can help fund vital transportation projects. This changes the financial structure for transportation funding and ensures that there are specific reserves, limiting their use to major disasters, which can improve accountability and transparency within the department. These adjustments matter because they provide critical funding sources to maintain and improve North Carolina's transportation infrastructure.
