Plain-language change summary

In the latest version of House Bill 337, a key change allows licensed motor vehicle dealers to transfer vehicle titles even if they can't obtain the vehicle's statement of origin or existing title. This is done by the dealer providing a sworn statement confirming that any prior liens on the vehicle have been paid and that they've made reasonable efforts to retrieve the title. This change matters because it streamlines the process for dealers and can help facilitate smoother vehicle transactions, especially in cases where paperwork is lost or unavailable.
