The amendments to House Bill 1072 clarify the definitions and regulations surrounding group health insurance and the entities that offer health benefit plans in North Carolina. Specifically, the updated bill makes the language more precise regarding what constitutes an "insurer" and specifies that certain health benefit plans linked to a "Path 2 MEWA" are exempt from the Act. These changes are significant because they help ensure that the legislation accurately reflects the types of insurance and health plans in use, which can help protect consumers and streamline regulatory oversight.
