The amendment to House Bill 1060 reduced the maximum percentage of in-kind donations allowed from 35% to 50% for local governmental units. This change specifies how local matching funds for park and recreation improvements can be structured, ensuring that at least half of the match is in cash. This matters because it clarifies funding requirements, potentially making it easier for communities to access state funds for parks while promoting actual investments in cash rather than just donations of materials or services.
