Plain-language change summary

The latest version of Senate Bill 28 clarifies that teachers who don't meet specific qualifications will be reviewed annually for their eligibility for salary supplements. Additionally, those who earn an advanced degree in school administration will not receive salary supplements or be paid on the "M" salary schedule unless they qualify under certain criteria. These changes are important because they help ensure that salary increases and supplements are based on defined performance standards, promoting accountability among educators.
