Plain-language change summary

The amended version of Bill SB 133 introduces changes to how driving convictions are defined and the length of time surcharges for insurance premiums are applied. Previously, certain surcharges could last for three years, but now, for serious convictions (those with four or more points), they can last for up to five years. Additionally, there are new provisions allowing inexperienced drivers to qualify for a discount after three years of safe driving, which could help reduce insurance costs for new drivers. These adjustments are important as they aim to create a fairer and more rewarding system for safe driving while also addressing serious infractions more stringently.
