Plain-language change summary

The most notable change in House Bill 5 is the requirement that a larger number of lawmakers—three-fourths instead of three-fifths—must agree to request a special session of the General Assembly. Additionally, the bill now mandates that the public be notified one day after a joint proclamation to convene that session. These changes are significant because they increase the threshold for calling extra sessions, which could limit the legislature's ability to respond quickly to urgent matters, while enhancing transparency for citizens.
