Plain-language change summary

The amendment to Bill HB 5 has removed some text that appears to specify certain procedural details regarding how the General Assembly can convene in an extra session. The important change is that the number of votes required from members to call for an extra session has increased from three-fifths to three-fourths. This change matters because it makes it more difficult for the General Assembly to quickly convene outside of regular sessions, which can affect how swiftly they can respond to urgent public issues.
