In the latest version of House Bill 470, the definition of "wind energy facility expansion" was clarified to include not only the addition of new turbines but also significant modifications to existing ones and changes to the facility's footprint. Additionally, the bill now specifies that all parcels that make up the wind energy facility can be included, even if they are not next to each other. These changes aim to ensure better regulation and oversight of wind energy projects, which is important for balancing energy development with environmental and community concerns.
