Plain-language change summary

The recent changes to HB 583 involve removing a provision that allowed funds to be used for grants to public schools and community colleges. This is significant because it narrows the scope of how the funds can be spent, now focusing solely on state debt obligations and capital projects. By eliminating the educational grants, the bill may shift resources away from supporting educational institutions, which could impact funding for important school programs and renovations.
