What changed in the latest version

In the updated version of House Bill 790, a line regarding the use of solitary confinement for minor offenders was removed. The previous language stated that solitary confinement should not be used for punishment, emphasizing its role as a last-resort measure. Removing this provision might allow for a broader interpretation of when solitary confinement can be used, which could impact how minors in custody are treated. This change matters as it raises concerns about the welfare and rehabilitation of young offenders.
