The amendments made to House Bill 563 clarify the intent of the law regarding abortion access in North Carolina. The added lines emphasize that laws restricting access to abortion under the guise of safety are harmful to women's health and aim to eliminate safe, legal medical care. This change is significant because it reinforces the state's commitment to ensuring that women have access to necessary healthcare without undue legal barriers.
