Plain-language change summary

The recent amendments to House Bill 883 clarify the responsibilities related to the secure sharing of medical records for inmates transferred between jails in North Carolina. The changes ensure that all facilities can either maintain an online database for inmate medical reports or print them out for manual transfer, while also including a module to track incidents related to the Prison Rape Elimination Act. Importantly, the updates also specify that these changes do not affect inmates' privacy rights regarding their medical records. This matters because it aims to improve the continuity of medical care for inmates, while also safeguarding their privacy.
