Plain-language change summary

The recent amendment to House Bill 985 made a slight change in the phrasing related to the adjustment of retirement allowances. It clarifies that the Board of Trustees is responsible for establishing a contribution-based benefit cap based on actuarial recommendations. This change is important because it aims to prevent "pension spiking," where individuals might manipulate their salaries or service time to receive significantly higher pensions. By implementing stricter guidelines, the bill seeks to ensure a fairer and more sustainable retirement system for public employees.
