Plain-language change summary

The updated version of House Bill 86 includes a line that clarifies when the law will take effect: "This act is effective when it becomes law." This change is important because it confirms for everyone involved, including lawmakers and the public, exactly when the provisions of the bill will start to apply once passed. By clearly stating this in the bill, it helps prevent confusion about the timeline of enforcement.
