Plain-language change summary

The updated version of House Bill 488 has removed some preliminary references that were included in the original draft. Specifically, it eliminated the version identifier and the date lines, streamlining the document for clarity. This matters because it helps focus on the content of the bill itself rather than the administrative details, making it easier for lawmakers and the public to understand what's being proposed.
