Plain-language change summary

The recent amendments to Bill HB 89 allow city councils to designate themselves or certain regional agencies to take over the responsibilities of a housing authority. This change streamlines the process by enabling cities to manage housing programs directly without the need for a separate authority. Additionally, cities that have previously established a housing authority now have the option to abolish it and transfer its responsibilities back to the city, which could make governance more efficient. These adjustments are significant because they provide cities with greater flexibility and control over local housing issues.
