In the updated version of Senate Bill 153, the phrase indicating who the principal clerks are was removed, while the effective date of the bill has been clarified to apply to taxable years starting on or after January 1, 2017. This change eliminates unnecessary information about the bill's filing and focuses more directly on the important details concerning its implementation. It matters because clearer language can help streamline the legal understanding and application of the bill, ensuring that those affected can easily recognize when the changes take effect.
