Plain-language change summary

The recent amendment to HB 4569 removed the allowance for fueling at railway yards when it comes to the storage of fuel in aboveground tanks. Now, the bill only permits fuel storage at construction sites or for commercial vehicle fleets. This change is significant because it restricts where large quantities of fuel can be stored, likely aiming to enhance safety regulations and reduce the risks associated with potential fuel spills in more sensitive environments like railway yards.
