This bill died with 100th Regular Session. It reached “Passed Senate” and never advanced before the session ended, so it can no longer move — a new version would have to be reintroduced in the current session.
This bill is no longer active — its legislative session has ended, so there is no live prognosis. It would have to be reintroduced in the current session to move again.
Summary
Amends the General Obligation Bond Act. Authorizes the issuance of an additional $7,000,000,000 in State General Obligation Restructuring Bonds. Provides that the proceeds from that bond sale shall be used for the purpose of paying vouchers incurred by the State prior to July 1, 2017. Effective immediately, but this Act does not take effect at all unless Senate Bills 1, 2, 3, 5, 6, 7, 8, 9, 10, 11, 12, and 13 of the 100th General Assembly become law.

What changed in the latest version
25 added · 52 removedPlain-language change summary
The updated version of SB 4 includes provisions that allow the state to issue an additional $7 billion in General Obligation Restructuring Bonds. This funding is intended to support state projects, but the bill will only take effect if a related series of other bills also become law. This change matters because it could significantly increase the state’s financial resources for projects, potentially boosting the economy, but also raises implications regarding state debt levels and fiscal responsibility.
