Plain-language change summary

The updated version of SB 1902 allows the Department to create locally held funds instead of requiring them to use bank accounts in financial institutions for handling security deposits for facility rentals at state fairgrounds. This change provides more flexibility in managing these funds locally and potentially streamlines the process for organizing events. The shift might make it easier for the Department to respond quickly to rental needs and manage events more efficiently.
