Plain-language change summary

The recent changes to Bill SB 1968 clarify how community college boards in Illinois should handle leadership vacancies. Specifically, if a vacancy occurs, the elected successor will serve the rest of the unexpired term, ensuring continuity. Additionally, the vice-chairman will now take on the chairman's duties whenever there is a vacancy in that role, with the provision to appoint a temporary chairman if both the chair and vice-chair positions are vacant. These updates aim to create clearer protocols for board leadership and maintain stable governance during transitions.
