118 WHEREAS, Since the late 1990s, the installation and use of indoor and outdoor artificial turf fields with crumb rubber infill has grown exponentially across the United States and particularly in Illinois;
Amy Griffin, the former United States women's national team goalkeeper coach at the University of Washington, SR011810000SR0118 Enrolled -2- LRB100 09589 MST 19757 r compiled a list that now contains the names of over 230 athletes, most of whom are soccer players, particularly goalies, that have been stricken with cancer due to repeated contact with crumb rubber;
and WHEREAS, Today, children as young as 18-months18 months are playing sports, particularly soccer, on crumb rubber artificial turf fields;
of the 96 chemicals that were found, 20% SR011810000SR0118 Enrolled -3- LRB100 09589 MST 19757 r were carcinogenic, about 50% had not been tested for toxicity, and many had incomplete toxicity testing completed;
and WHEREAS, Tire rubber is composed of 30% to 40% of "carbon black" which is suspected to being a cancercancer-causing causing agent;
and WHEREAS, On January 28, 2016, due to the lack of reliable SR011810000SR0118 Enrolled -4- LRB100 09589 MST 19757 r studies on the safety of crumb rubber, the CDC, EPA, and CPSC initiated a multi-agency plan to study the long-term effects of crumb rubber exposure on human health;
and WHEREAS, Citing the safety of its students, the Los Angeles Unified School District, the Los Angeles Parks and Recreation Department, the New York City Department of Parks and Recreation, the Chicago Public Schools, as well as other communities across the country have moved away from using crumb rubber infill in favor of a non-petroleum based alternative SR011810000SR0118 Enrolled -5- LRB100 09589 MST 19757 r infill for their turf fields like sand or cork;
therefore, be it RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the State of Illinois is urged to monitor and, whereto the extent feasible, activelycooperate participatewith inthe allfederal agencies that are studying the long-term effects of crumb rubber federalexposure testing;on human health;
and be it further RESOLVED, That we urge the Stateowners and operators of Illinoisany indoor or outdoor facility that has artificial turf containing crumb rubber infill and that is urgedused toby createchildren abetween watchlistthe ages of fields18 months and playgrounds12 foryears indoorsto andpost outdoorsat the facility a notice which (i) states that containthe facility uses an artificial turf with crumb rubber andinfill, publish(ii) theminforms onusers of the Illinoisfacility EPAabout website until the 2016 multi-agency federal testingcrumb concludesrubber thatstudy and about the possible chemical exposure to children playing on crumb rubber isinfill, definitivelyand safe(iii) fordescribes usea aslocation infillwhere foradditional artificialinformation turfabout fields;the 2016 multi-agency federal crumb rubber study can be obtained.
