Plain-language change summary

The latest version of Bill HB 4711 adds a new section that allows the Rockford Park District to sell part or all of a water park facility, given certain conditions are met. Specifically, the sale must be approved by 80% of the park board commissioners and must meet a minimum sale price based on independent appraisals. This change is significant because it provides a clear process for the park district to manage its assets and potentially generate revenue from a specific type of facility. Additionally, the bill's previous expiration date of December 31, 2019, has been removed, suggesting that the provisions are intended to be permanent rather than temporary.
