The changes made to Bill SB 2968 allow community college boards to enter contracts for goods or services without having to follow the standard competitive bidding process required by the Public Community College Act. This means they can more easily access group purchase contracts that have already been competitively bid by other entities. This change is significant because it could streamline procurement processes, potentially saving time and resources for community colleges.
