Plain-language change summary

The amendments to Bill SB 3151 clarify that specific contracts related to the maintenance and support of a tax processing software package are exempt from certain procurement regulations, provided they are made with the original software developer. Additionally, these contracts must now be publicly reported through a procurement bulletin, which includes details like the contractor's name and contract terms. This change is important because it introduces greater transparency in government spending while allowing for efficient management of the tax system software.
