Plain-language change summary

The updated version of SB 3049 has removed a section that allowed landowners to take action against gray wolves, American black bears, and cougars if they presented an imminent threat to humans or property. This means that previously, landowners could act immediately if they felt threatened by these animals, and could also apply for a permit to deal with less immediate threats. Removing this section may indicate a shift toward stricter wildlife protection, which aims to balance human safety with the preservation of these species. This change could prevent unnecessary harm to these animals while considering the safety of landowners.
