Plain-language change summary

The amendment to Bill HB 83 removed a specific requirement that dogs must not be tethered for more than 15 minutes during nighttime hours, as long as they have adequate shelter. It also clarified that dogs can be tethered at camping or recreational areas in accordance with local regulations. These changes are important as they allow for more flexibility in how dogs are restrained, especially during organized activities, while still maintaining some safety standards for the animals.
