The changes to HB 1561 included the addition of three new lines and the removal of 19 lines of previous text. Notably, the amendment clarifies that forgery related to government documents is categorized as a Class 2 felony, which enhances the seriousness of the offense. This matters because it establishes clearer legal definitions and consequences for those committing forgery against government entities, potentially leading to stronger deterrence against such crimes.
