Plain-language change summary

The amended version of Bill SB 3183 allows county boards to borrow money from financial institutions, but shortens the repayment period from 10 years to 2 years. Additionally, it specifies that the borrowed funds must be documented through a promissory note rather than a bond. This change is significant because it encourages quicker financial accountability for counties and limits long-term debt, ensuring that local governments manage their finances responsibly.
