The recent amendment to Bill SB 3438 clarifies that the public and intergovernmental affairs officer for the Metropolitan Water Reclamation District is not part of the classified civil service and stipulates that this officer will be appointed by the executive director with the advice and consent of a governing body. This change is important because it establishes a more flexible appointment process for this position, potentially allowing for quicker responses to leadership vacancies due to illness or other reasons. The requirement for consent from a governing body also adds a layer of accountability in the decision-making process.
