Plain-language change summary

The updated version of Bill SB 3296 introduces a new section (40-60) that requires parties proposing leases or lease-to-own contracts with the State of Illinois to provide detailed information about any third-party managers they plan to use. This includes identifying the third party, outlining their services, and providing a cost breakdown for management services. This change is important because it aims to enhance transparency and accountability in the leasing process, ensuring that the state is fully informed about who is managing the property and the associated costs.
