Plain-language change summary

The bill has been updated to require public utilities to notify credit reporting agencies within 5 business days when a customer pays an outstanding utility bill that was previously reported for non-payment. This change replaces the earlier requirement that utilities must lift holds on customer accounts within the same time frame after full payment. This matters because it ensures that a customer's credit history accurately reflects their payment status more quickly, potentially helping them maintain a better credit score after paying their bills.
