Plain-language change summary

The recent amendments to Bill HB 4015 expand the eligibility for alternative retirement benefits to employees in specific positions at the Illinois State Toll Highway Authority, specifically those working as carpenter shop managers or supervisors. Now, if these employees have already established creditable service in certain job classifications by the effective date of the bill, they can apply to have that service counted towards their retirement benefit. This change is important as it recognizes the contributions of these workers and provides them with a pathway to enhanced retirement benefits, aligning their compensation with that of similar roles in other departments.
