Plain-language change summary

The bill SB 727 has been significantly revised to focus on establishing the Safe Public Drinking Water Act, rather than amending the existing Comprehensive Lead Education, Reduction, and Window Replacement Program. Key additions include provisions for statewide testing of community water supplies for harmful substances like 1,4-Dioxane, as well as a mandate for the Pollution Control Board to adopt regulations aligned with federal standards for certain toxic chemicals called PFAS. This change is important because it enhances the state's efforts to ensure clean drinking water and protect public health by addressing harmful contaminants more proactively.
