The updated version of HB 3147 includes new findings that emphasize the importance of literacy in various aspects of life, such as income, housing, and health, highlighting how low literacy contributes to social and economic issues. It also notes that only 50% of Illinois' third graders met literacy standards, a decline since before the pandemic. These changes are significant because they provide context for the urgency of the bill’s goal to improve literacy education and resources in schools, helping to ensure a more equitable future for students.
