Plain-language change summary

The updated version of SB 898 clarifies the rules regarding vehicle ownership titles in Illinois. It specifically states that vehicles owned by insurance companies or lienholders are excluded from certain title requirements, and it emphasizes that all vehicle owners must apply for an Illinois title if they have a different one from another entity. Additionally, it removes previous language that allowed dealers to obtain out-of-state titles in certain situations. These changes are important because they aim to ensure that all vehicles on Illinois roads hold a state-issued title, which can help streamline ownership transfers and maintain accurate vehicle records.
