Plain-language change summary

The bill SB 863 has made changes to the rules around when members of the General Assembly can print and mail newsletters or brochures during election periods. Specifically, it establishes a ban on printing and mailing these materials starting February 1 before a general primary election and September 1 before a general election, which is intended to prevent the use of taxpayer funds for election-related materials. However, members can still respond to individual constituent inquiries with relevant information. This change is significant because it aims to promote fairness in elections by limiting the potential for campaign-related communications funded by public resources.
