Plain-language change summary

The amendment to HB 137 now specifies that the activities related to routine maintenance "shall" include certain tasks, rather than just "may" include them as in the previous version. This change emphasizes a more mandatory approach toward maintenance activities, ensuring that important tasks like painting fire hydrants and maintaining water treatment facilities are clearly outlined as required. This matters because it establishes clearer expectations for maintenance and can help improve the reliability and appearance of crucial public infrastructure.
