The amendments to Bill SB2035 update the percentage goals for awarding State contracts to women-owned and minority-owned businesses. Specifically, the required contract amounts have been decreased — for instance, contracts must now represent at least 7% for women-owned businesses, down from 11%. This change is significant because it modifies the expectations for inclusion of diverse businesses in state contracting, potentially reducing opportunities for these groups. The bill also emphasizes more proactive outreach efforts to ensure that minority, women, and disability-owned businesses have better access to these contracts.
