Plain-language change summary

The latest version of HB 4008 has changed the penalties for driving a vehicle without a valid driver's license, especially in cases where it leads to an accident causing injury or death. Previously, the bill provided certain exemptions for farm vehicle operators and U.S. government employees, while the revised version focuses more on accountability by adding harsher penalties for repeat offenders. This matters because it reinforces the seriousness of driving without a license and enhances public safety by potentially deterring dangerous behavior on the roads.
