Plain-language change summary

The recent amendments to Bill SB 3017 change the way the Illinois Department of Transportation handles vehicles that are no longer useful. Instead of just being deemed for replacement, the Department is now required to notify the public and make these vehicles available for purchase through an auction process, which could increase transparency and competition. Additionally, the bill specifies how the proceeds from these sales should be used, potentially benefiting local governments and the community. These changes matter because they aim to ensure a fairer process for disposing of government assets while allowing the public to access surplus vehicles.
