Plain-language change summary

The amendments to SB 261 updated the Home Care Consumer Bill of Rights by broadening the definition of who qualifies as a "home care consumer" to include not only those aged 60 and older but also individuals with disabilities aged 18 to 59. This change is important because it ensures that a wider range of vulnerable individuals receiving home care services have recognized rights, promoting their independence and well-being, while also enhancing the accountability of service providers. Such improvements aim to protect consumers and ensure they receive the quality care they deserve in their homes or communities.
