The amendment to Bill SB 49 made a significant change by narrowing the rules that apply to farmers' markets, indicating that they now pertain only to a specific section rather than the entire Act. This means that instead of a broad application of regulations, the focus is more targeted, which could make it easier for farmers' markets to operate without being overwhelmed by unnecessary rules. This change matters because it could help promote local markets and support small farmers by reducing regulatory burdens.
