Issuance of call for Article V convention.
Sub.
(a) By passage of this section in the 2021 Regular Legislative Session, the West Virginia Legislature hereby applies to Congress, under the provisions of Article V of the Constitution of the United States, for the calling of a convention of the states.  (b) This Convention is to be limited to proposing amendments to the Constitution of the United States that (1) Impose fiscal restraints on the federal government, (2) Limit the power and jurisdiction of the federal government, and (3) Limit the terms of office for its officials and for members of Congress.
for Senate Bill 332—A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §3-11A-1, §3-11A-2, §3-11A-3, §3-11A-4, §3-11A-5,and §3-11A-6, all relating to providing procedures for West Virginia to select delegates to an Article V convention for proposing amendments to the Constitution of the United States of America;
Absolutely no other business will be authorized or permitted at this convention.

(c) This application constitutes a continuing application, in accordance with the provisions of Article V of the Constitution of the United States, until the legislatures of at least two thirds of the several states shall have made applications on the same subject.
directing Legislature to establish committee of correspondence for Article V convention;
(d) Upon enactment of this legislation, and authorization of the same by the Governor, the Clerk of the West Virginia House of Delegates and the Clerk of the West Virginia Senate, are hereby directed to jointly forward a copy of the engrossed and approved legislation (1) As an application to the President and Secretary of the United States Senate, to the Speaker and Clerk of the United States House of Representatives, (2) To transmit copies of the same to the members of West Virginia’s congressional delegation, and (3) To the presiding officers of each of the legislative houses in the several states requesting their cooperation.

declaring and limiting issues to be considered at a convention of states;
